You can adjust the scale to get the floor plan to fit.
Visio has a built in function for inserting cad files.
The dimensions of your drawings needs to respect the size and scale of the page so each product you add will have the correct size in respect to the floor plan.
The underlay pdf dwf or dgn behaves the same as other external references xrefs in the dwg.
Once you browse to your cad file the following form will open.
Type xr into the command line at top left of xref window pick the drop down arrow and choose attach pdf.
Autocad 2010 and higher can directly read in files in the pdf format it imports them as underlays the contents of pdf files is not converted to autocad entities but it is displayed as an underlay xref you can use osnaps to snap the drawed or edited autocad objects to the lines in pdf files.
If the pdf has multiple pages select the page you want to place in the view.
A dialog box will open so you can define insertion point rotation and scale.
The imported pdf file displays in the drawing area and moves with the cursor.
